The APCD’s Carl Moyer Incentive Program provides funding to help pay for projects that reduce heavy-duty diesel engine emissions prior to any regulatory requirement. Applicants may qualify for grants totaling up to $500,000, subject to cost effectiveness limits and other requirements of the program.

Community Air Protection Program (AB617)
On May 23, 2018, the APCD Board authorized additional grant funding in the amount of $614.063 from California Assembly Bill 617 - Community Air Grants Program. AB 617 seeks to ensure that all Californians benefit equitably from our State's air quality and climate efforts, especially those who live in the areas of California most severely impacted by air pollution.
Eligible projects for this funding, which will focus on under-served areas in our county, will be administered using the Carl Moyer grant program guidelines and include, but are not limited to the replacement of diesel equipment, including heavy-duty on-road vehicles (transit, waste haulers, and heavy-duty trucks), agricultural tractors and irrigation engines, and construction equipment.
Also on May 23, 2018, the APCD Board authorized $793,450 of additional grant funding for the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, which provides for the expenditure of funds from Assembly Bill (AB) 134 and AB 109. These bills provide funding for agricultural harvesting equipment, heavy-duty trucks, replacement or electrification of irrigation engines, tractors, and other equipment used in agricultural operations. These projects also must be consistent with the Carl Moyer Program guidelines.
