Community Air Protection Program (AB617)
The APCD Board has authorized grant funding from California Assembly Bill 617 - Community Air Grants Program. AB 617 seeks to ensure that all Californians benefit equitably from our State's air quality and climate efforts, especially those who live in the areas of California most severely impacted by air pollution.
Eligible projects for this funding, which will focus on under-served areas in our county, will be administered using the Carl Moyer grant program guidelines and include, but are not limited to the replacement of diesel equipment, including agricultural tractors and irrigation engines, construction equipment and transit and school buses.
The APCD Board has also authorized grant funding for the Funding Agricultural Replacement Measures for Emission Reductions (FARMER) Program, which provides for the expenditure of funds from Assembly Bill (AB) 134 and AB 109. These bills provide funding for agricultural harvesting equipment, replacement or electrification of irrigation engines, tractors, and other equipment used in agricultural operations. These projects also must be consistent with the Carl Moyer Program guidelines.
Funding Source Acknowledgement
The Community Air Protection Plan is part of California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing GHG emissions, strengthening the economy, and improving public health and the environment– particularly in disadvantaged communities. The Cap-and-Trade program also creates a financial incentive for industries to invest in clean technologies and develop innovative ways to reduce pollution. California Climate Investments projects include affordable housing, renewable energy, public transportation, zero-emission vehicles, environmental restoration, more sustainable agriculture, recycling, and much more. At least 35 percent of these investments are located within and benefiting residents of disadvantaged communities, low-income communities, and low-income households across California.
