Request for Proposal for Legal Services

San Luis Obispo County Air Pollution Control District invites responses to a Request for Proposals (RFP) from qualified law firms and individual attorneys to provide legal counsel services to the Board and SLO County APCD staff. The objective of this RFP process is to provide the Board with reliable and effective legal services available on an as-needed basis. The selected firm will serve at the discretion of the Board and work under the direction of the APCD’s Executive Director. It is anticipated that the selected firm will enter into a professional service agreement for a term of five years with the option for additional one-year extensions.

The RFP includes background information about SLO County APCD, the qualifications, requirements, scope of services, instructions for submittals, evaluation criteria, and the selection process. The following is an outline of the anticipated schedule for the review of responses, contract award, and contract effective date. This schedule is subject to change.

1. RFP posting, transmittal: September 26, 2018
2. Submittal deadline: October 15, 2018 (To SLOAPCD by 3:00 PM)
3. Executive Committee review and ranking of proposals: October 17, 2018
4. Special Board meeting for firm selection: TBD; week of October 22, 2018
5. Board consideration of contract award: November 14, 2018
