The design capacity section of your permit application is very important to complete carefully, as the capacity you list will be placed on your permit as an operational limit; formal Authorization from the APCD will be required prior to exceeding that limit. Thus, proof of design capacity is a critical element in the processing of your permit. Typical proof of capacity could include the following:
Land use permit limit approved by the County or a City jurisdiction,
Past maximum processing rates,
Fermentation tank volume turnovers along with storage capacity, or
Any other appropriate verifiable justification.
Design capacity claims that are not substantiated will result in more processing time to validate the volumes. For most facilities (those under a 1,000,000 cases per year), future requests to increase the volume limits for expanding operations would likely be granted without any additional requirements. Future state regulations could change that situation, but we are not aware of any state or local air quality plans to require controls on facilities below 1,000,000 cases a year.
The past fermentation or storage section of the application requires data for 2005, 2006 and 2007. As adopted by the Board, annual permit fees will be based on the average of last three years. Please note that the barrel storage amounts are the highest level of storage at any time during the year, not the average levels for the year.
Once your application has been received, APCD staff will contact you to arrange a site visit to your facility to verify the information you submitted. After verification is complete, a permit will be issued and you will be invoiced for annual operating fees for the period from September 2008 until September 2009. In addition, most facilities can expect a one-time initial processing fee of about $500 based on the estimated amount of staff time it will take to process your permit and District’s hourly billing rate. Please note that larger facilities and those that require extra processing time may have higher processing fees.
