The APCD’s Carl Moyer Grant program provides funding to help pay for projects that reduce emissions from heavy-duty diesel engines.  Current eligible project categories include: 1.) Stationary and portable agricultural engines; 2.) On-road trucks; and 3.) Mobile off-road equipment (including agricultural and construction equipment).  Grant funded projects may include repowering older diesel engines with new, cleaner-burning diesels, and electrification of stationary agricultural engines.  Funds are also available for fleet modification, in which an on-road, heavy-duty truck is replaced with a new or late-model used unit.  Finally, funds may also be used for retrofitting engines with a verified diesel emission control system (i.e. particulate filter).  For more information on this program, see the “Request for Proposals” link below.

On May 15, 2008, the San Luis Obispo County Air Pollution Control District (APCD) began accepting project applications. The associated Request for Proposals (RFP) identified $861,610 in State allocated Carl Moyer Grant funds (Moyer Year 10) and locally generated DMV registration funds (AB 923) for eligible projects that will reduce air pollution from old engines throughout SLO County. The year 10 funds have been fully contracted.


On January 29, 2009, the APCD Board authorized the APCD to augment the existing RFP with APCD’s State allocation of the Carl Moyer Year 11 Grant funds and earned interest from the APCD’s Moyer Year 8 allocation. This amount is estimated to be $352,452.

On January 27, 2010, the APCD Board authorized the APCD to augment the existing RFP with the APCD’s State allocation of Carl Moyer Year 12 Grant funds and earned interest from the APCD’s Moyer Year 9 allocation. This amount is estimated to be $330,062.

Grant funds will be awarded on a first-come, first-served basis to qualifying projects that have complete applications.  Applications deemed complete on the same date will be ranked by project cost-effectiveness (total emissions reduced relative to contract period and funds awarded).  Project applications will be accepted until funding has been completely awarded.
