Duke Energy’s Modernization Proposal Deemed in Preliminary Compliance
Public Comment Period Begins
The Air Pollution Control District of San Luis Obispo County (District) has issued a
preliminary determination of compliance for Duke Energy’s proposal to modernize the
Morro Bay Power Plant. Duke’s proposal includes the installation of two combined-cycle
turbine units and the shutdown of four existing natural gas fired steam boilers. When
fully implemented the changes to the power plant would result in an increase of energy
production from the 1,002 to 1,200 megawatts. The District’s analyses address the air
quality impacts of the proposed permitted equipment to be regulated by the Air Pollution
Control District. After conducting a thorough review of Duke’s proposal, the District’s
preliminary determination is that the proposed plant, when installed and operating to
the specifications included in the proposal, complies with all County air quality
regulations.
Public review and comment are being solicited on the District’s preliminary
determination of compliance document. The 30-day public comment period ends on June 13,
2001. Once comments from the public have been compiled a final determination of
compliance will be submitted to the California Energy Commission to assist in their
decision making process. A joint public workshop with the California Energy Commission
and the Air District will be held in early June to further discuss this document and
procedure with the public.
